Practices to decrease and simplify bureaucracy
The General Directorate of Non-Contributory Payments under the Social Security Institution (SGK) is a social assistance institution making regular payments to needy people who have no social security, who are disabled and who are over 65 years old. The institution requests various documents from the citizens who would like to benefit from this assistance. Before implementing this new practice, the whole application process could take anywhere from six months to two years.
Practices to decrease and simplify bureaucracy

The analysis carried out by the General Directorate revealed that many processes and requests for too many documents were unnecessary and were the main reason for having an unnecessarily long application period. In 2008, several legal changes were introduced to address this issue. Hence, requested documents were simplified and unnecessary phases in the assessment of applications were abolished.

The objectives were to:

  • Introduce a citizen-oriented management philosophy and more qualified, fair activities with less bureaucracy and;
  • Provide easy access to services.

As a result, the application process was made much easier, which in turn resulted in a considerable decrease in the application period to one month.
