National Dialogue: An approach to reform social security is a lot more than a line in a budget, it is involvement of all
In order to entrench the principle of transparency and full disclosure with all groups of society and enable them to take part in the decision making process, the Jordanian Social Security Corporation (JSSC) initiated a National Dialogue with a wide range of national and local bodies and areas of expertise in Jordan.

It is aimed at providing them with a forum for pinpointing opportunities and challenges that JSSC faces and receiving their concrete and actionable suggestions on reforming the social security scheme for current and future generations.

Launched in June 2006, the National Dialogue brought together activists at the grass-root level, unionists, labor activists, women activists, civil society organizations and the insured persons. This is the first time that JSSC implemented substantial reforms to the social insurance scheme since the issuance of the first social security law 30 years ago. The Social Security Draft Law, which incorporated these reforms, was approved by JSSC’s tripartite Board of Directors and the Cabinet of ministers, and it is now under discussion in Parliament.

The National Dialogue gained a considerable credibility over the three-year process as participants noticed that many of their comments/suggestions were being incorporated into the draft law. A matrix called "The National Dialogue Yield" was used to tabulate all suggestions, indicate whether they were incorporated into the draft law, and if not, why not.
