Efficient Governance through application of ICTThe State Social Protection Fund (SSPF) has significantly increased its overall efficiency including managerial, administrative, technological and financial capacity through intensive application of modern ICT tools.
This helped SSPF improve all its major indicators: contribution collection, extension of coverage, benefit increase, increase of the replacement rate, increase in transparency, increase of accountability and the level of satisfaction of the population. SSPF benefitted from experience of successful social security agencies, avoiding legacy problems and focusing on desired features required by contemporary life and social security standards. The experience of SSPF shows that the application of ICT can lead to significant optimization of investment made into the social security institution. The approach of SSPF would be useful for developing countries and some countries in transition who try to establish a new efficient social security system with limited Human Resources (HR), financial and technological capacity within a relatively short period.
