Reforms in the system of collection of insurance contributions have been introduced in order to bring more progressivity into the contribution system. These reforms were:
- to include in the income liable for contributions, formerly exempt income components (such as vehicle and telephone maintenance, travel reimbursement, subsidized meals and convalescence grants);
- to reduce rates of insurance contributions on incomes up to half the average wage; and
- to increase the income ceiling for payment of contributions from three times to four times the average wage for all insured persons, both employees and self-employed.
