From 20 September 1996, Job Search Allowance and Newstart Allowance were combined into one payment called Newstart Allowance. Rules for this payment will remain the same.
Previously, Job Search Allowance had been paid for the first 12 months of unemployment after which the unemployed person was required to make a claim for the Newstart Allowance and to enter into a Newstart Agreement which detailed the activities they agreed to undertake in order to improve their employment prospects. The change is intended to simplify the unemployment payment system and reduce unnecessary administrative procedures. It is estimated that these changes will decrease net outlays by AUD 6,790,000.
