Piloting PerformanceGiven current developments in Morocco, the retirement sector is called upon to play a determining role in modernization of the national economy, in particular to encourage human development, to channel savings and to stimulate the financial sector.
Within this framework, the Collective Scheme for Retirement Allowances (Régime collectif d'allocation de retraite (RCAR)) has clarified its mission and defined its vision in order to play a major role in the nationwide project to modernize the national economy and to participate actively in the modernization of the pension sector in particular. In order to concretize this vision, the RCAR uses a strategic planning process to define strategic priorities and yearly objectives and action plans. In addition, the efficiency and performance of the system is monitored through rigorous reporting based on follow-up of performance indicators concerning the procedures and projects, Balanced Scorecards and the Data Warehouse. In choosing to implement an approach based on performance-led management, the RCAR has provided clear evidence of its determination to reform its culture, operating procedures and dayto- day working methods.
