Process for verifying the authenticity of civil status documents and certificates of school attendance
The financial imbalance in the family benefits branch in terms of numbers of beneficiaries and constantly increasing expenditure led the National Social Insurance Fund (Caisse nationale de prévoyance sociale (CNPS)), through a project called “Process for verifying the authenticity of civil status documents and certificates of school attendance” (Opération et vérification de l’authenticité des pièces d’Etat civil et Certificats de scolarité (OVAPECS)), to develop a control process for the initial and subsequent verification of civil status documents and certificates of school attendance produced by the branch. The system made it possible to detect many irregularities in the issue of such documents, which are necessary for the award of most social security benefits.
Process for verifying the authenticity of civil status documents and certificates of school attendance

In a context where the process of obtaining a certificate of civil status or school attendance has become commonplace, despite regulations, the platform established by the project with a number of administrations (ministries of the territorial, basic and secondary education administration) became essential in order to reduce fraud, preventing significant financial losses to the organization.

The first assessment, conducted two years after the project began, showed that it had identified 32,000 children who were irregular beneficiaries, at a total cost of CFA Francs (CFA francs BEAC (XAF)) XAF2,500,000,000. The effects of such savings are now being felt.
