Cape Verde is challenged to meet the Millennium Development Goals and is also referenced in Africa for good governance, its electronic government model and social security system.
Modernization Project “New attitudes for new challenges”

The mission of the National Social Insurance Institute (Instituto Nacional de Previdência Social – INPS) is "To manage the social security of the country in a secure, innovative and efficient way, being a pillar of social and economic development, able to deliver better a social protection in the country".

A national integrated information system was needed in order to offer all citizens the same level and quality of services.

In February 2009, the Modernization Project was established with sub-projects in the following domains:

  • organizational structure;
  • information communications and physical infrastructure (information technology (IT) and communication equipment, data centre upgrade);
  • information systems development;
  • staff training.

These were the actions and initiatives that were put in place to achieve operational efficiency, improve response times and provide quality services to citizens and partners. The pillars of the INPS’ Modernization Project are aligned with the INPS’ vision, mission and business objectives.
