Improving the safety standards and health promotion in Turkish mining is the aim of a joint project by ISSA Mining, Turkish mining cooperation Türkiye Taskömürü Kurumu (TTK), and the Turkish Ministry of Labour and Social Security. Within this cooperation, measures to enhance the level of occupational safety and health in the mining industry are defined, tested and evaluated on the basis of the framework of the International Labour Organization (ILO). The instruments are designed to increase productivity as well as to ensure an optimized organizational structure and fewer accidents, incidents, and health related loss of work time. Following a holistic approach, the economical performance will be taken into consideration as well as aspects up to the miner’s personal situation.
After initial meetings with TTK’s management as well as representatives of Turkish ministries, authorities and the miner’s union, ISSA Mining’s experts examined the technical situation together with specialists for mine safety of the German industry. A joint working group of mining safety experts has visited Turkish coal mines in 2010 and 2011 and drafted a first analysis of the current state of work safety and health protection. In an initial analysis, prioritized fields of action to improve occupational safety and health have been derived. As a result, checklists and auditlists have been designed and used to document the results of visits to TTK’s mines in Kozlu, Üzülmez, Karadon, Amasra, Armutcuk, and Üzülmet as well as to the Center for Mine Rescue. Interviews with the local mine supervisors completed the picture.
Practical Results
In a meeting with TTK’s management board, the international team introduced its findings along with hands-on recommendations for optimizing safety, health production and productivity.

TTK initiated the implementation on the operational level.
Support by Turkey's Government
Next to TTK’s management, the audit report has also been presented to Faruk Çelik, Minister of Labour and Social Security, Turkey on 11 September 2011 on the occasion of the XIX World Congress on Safety and Health at Work in Istanbul, and to Taner Yildiz, Energy and Natural Resources Minister of Turkey who fully support the joint project. On Mr Yildiz initiative TTK also joined ISSA Mining.
Currently a Memorandum of Understanding is designed and project drafts have been layouted to improve the applied technology and the level of organization in aspects of machine safety, ventilation/explosion protection, explosives as well as training and qualification.
Gradually, these audits will be undertaken by local auditors. Long term round table discussions by all stakeholders will ensure a sustainable exchange of information and experiences, and support continuous improvement.
On the first day of the XIX World Congress on Safety and Health at Work 2011 in Istanbul, Turkey, ISSA Mining introduced the joint Mine Safety Project with mining operator TTK to Faruk Çelik, Minister of Labour and Social Security in Turkey. Mr Çelik highly appreciates the international cooperation and expressed that he is very optimistic to see sustainable benefits for the Turkish miners as well as the industry from this fruitful project.
